Teknik şartnameler, elektronik belge yönetim sistemlerinin işleyiş ve kullanım ölçütlerinin tam teşekküllü olarak bir projeye yansıtılmasında önemli bir yere sahiptir. Bu yönüyle teknik şartnameler, Elektronik Belge Yönetim Sistemi (EBYS)’ne yönelik projelerde etkinliği ve projenin sürdürülebilirliğini sağlayan temel unsur olarak görülebilir. Bu çalışmada; EBYS ile ilgili hazırlanan ihale teknik şartnamelerinin Türk Standartları (TS) 13298:2009 [1] Elektronik Belge Yönetimi’ne uygunluğunun değerlendirilmesi ve projelerin hayata geçirilmesinde önemli bir unsur olan şartnamelere ilişkin gözlemlenen ve yaşanan sorunların tanımlanması amaçlanmıştır. İnceleme ve karşılaştırmanın yapıldığı bu makalede içerik analizi kullanılmıştır. Çalışmada, Kamu İhale Kurumunun Elektronik Kamu Alımları Platformu (EKAP) üzerinden erişim sağlanan (2013) 12 kamu kurumunun EBYS uygulama projelerine ait teknik şartnameleri incelenmiştir. Bu teknik şartnamelerin TS 13298 standardında açıklanan dosya tasnif planları, elektronik belgelerin kayıt işlemleri, EBYS kullanım özellikleri, erişim kontrolü ve güvenlik, sistem tasarım ve yönetimi, doküman yönetimi elektronik olmayan sistemlerle uyumluluk gibi temel başlıklara [2] ve alt kriterlerine uygunluğu incelenmiştir. Bu araştırma sonucunda, teknik şartnamesi incelenen 12 kamu kurumunun TS 13298:2009’deki temel başlıklara ve alt kriterlerine uygunluk yüzdesi %54,4 olarak ölçülmüştür. Bu sonuç kamu kurumlarının e-devlete geçiş sürecinde çok önemli bir başarı sağlayamadığını göstermektedir. Teknik şartnamesine ulaşılan ancak TS 13298’e uyumlu olmayan çok sayıda kurum (11) ortalamaya dâhil edilmemiştir. Ortalamaya katılmayan kurumların ortalamaya dahil edilebilmesi halinde, söz konusu oranın çok daha düşük olacağı aşikârdır. Ayrıca, çalışmada teknik şartnamelerde karşılaşılan problemler tanımlanmaya çalışılmıştır.

Abstract
The technical specifications have important place in to fully reflect the functioning and usage criteria of electronic records management systems in a project. In this respect, the technical specifications can be seen as a key element in ensuring the effectiveness and sustainability of the project for the Electronic Records Management System (ERMS). In this study; aimed to the technical specifications of the tender prepared regarding the ERMS is evaluated according to Turkish Standards (TS) 13298: 2009 Electronic Records Management compliance. It is also aimed to identify observed and encountered the problems of regarding the specifications, which is an important element in the realization of the projects. Content analysis is used in this article in which review and comparison is made. In this study, the technical specifications were examined of the 12 public institutions (2013) that were accessed via the Electronic Public Procurement Platform (EKAP) of the Public Procurement Authority. These technical specifications’ compatibility has been researched to these basic headings and sub-criterias which mentioned in TS 13298: file classification plans, capture of electronic records, ERMS usage features, access control and security, design and management of system, document management and compliance with the non-electronical systems.
