İbrahim Hakkı Pasha is one of the important names in the history of Turkish Education. In the first months of the Second Constitutional Monarchy period, he served as the Minister of Education twice for less than three months. İbrahim Hakkı Pasha, who was considered more successful in teaching than all his other duties, was not considered as successful as his teaching at the Ministry of Education. At the beginning of the Second Constitutional period, education policies were carried out with the aim of improving the current situation before the system was renewed. However, İbrahim Hakkı Pasha gave importance to improving the functioning of the Ministry of Education during his short-term Ministry of Education. In the first term, he did more effective work in the Ministry of Education than in the second term. Issues such as efficiency, continuity, solidarity, and quality improvement in education-related works were emphasized. Efforts were made to improve books and libraries. During the second Ministry of Education, which lasted for 18 days, the current economic and political problems were effective enough to cause his resignation. In this study, it is aimed to reveal the contribution of İbrahim Hakkı Pasha to the history of Turkish education by evaluating the Ministry of Education, which was accepted less important than his other duties.
