The organizational phase of the National Independence War, initiated by Mustafa
Kemal Pasha and his friends in Anatolia, ended with the opening of the Turkish
Grand National Assembly in Ankara on 23 April 1920. The first Turkish Grand
National Assembly, which laid the foundations of the new Turkish state, saw itself as
a constituent parliament from the first day and implemented all the requirements of
establishing a new state step by step. On May 3, 1920, the First Government was
established under the name of the "First Executive Board of Appeals" in the Turkish
Grand National Assembly, which adopted the Parliamentary Government System.
The Ministry of Health and Social Assistance in this government initiated a study in
1921 to determine the population and economic potential of the country and to
identify geographical, social and health problems on the spot. It was aimed to
investigate the whole country under the same method and publish the results of the
investigation with the orders of Dr. Refik Saydam and Dr Riza Nur from the ministry
of health. In this respect, between the years 1922 and 1938 a total of twenty-one
works were published under the title of "Turkey's Sanitary and Social Geography".
One of these works, which introduces the Anatolian provinces and sanjaks
regarding health, social and geographical aspects of the political, social and
economic conditions that the newly established Turkish State took over from the
Ottoman period and contains first-hand authentic information is the Osmaniye
Province. This work, which was published in Ottoman Turkish in 1927 in Adana
Turk Sözü Printing House, contains the geographical, economic, social, historical
and administrative preliminary information about the province. It is thought that
this work, which has been translated into the new Turkish alphabet, will contribute
to the understanding of the politics of the Republican governments during the
foundation period and can be a basic resource for researchers working in this field
