Abstract

1948 yılından beri İsrail’in özellikle Arap ülkeleri ile ilişkileri sorunlu olmuştur. Bu yüzden 1950’li yıllarda dönemin Başbakanı olan David Ben-Guiron ön ayak olması ile bu duruma çözüm olması amacıyla stratejiler geliştirilmesi fikri gündeme gelmiştir. Ortadoğu’daki Arap olmayan ülkelerle bir eksen oluşturma ve Arap ülkelerini çevreleme fikrinin hayata geçirilmesi sağlayan bu stratejilerden birisi de 90’lı yıllara kadar varlığını sürdürdüğü iddia edilen Çevresel Strateji Doktrini olmuştur. İlk ortaya çıktığında Türkiye, İran ve Etiyopya öncelikli olmak üzere Ortadoğu’daki azınlık grupları temel alan bu ittifak benzeri yapı uzunca bir süre gizli tutulmaya çalışılmıştır. Bu çalışmada tipik bir reelpolitik uygulaması olan bu yapı incelenecektir.

The Peripheral Strategy Doctrine of Israel

Abstract

Since 1948, Israel's relations, especially with Arab countries, have been problematic. Therefore, in the 1950s, with the initiative of David Ben-Guiron, the idea of developing strategies to solve this situation came to the fore. One of these strategies that enabled the realization of the idea of creating an axis with non-Arab countries in the Middle East and surrounding regions was the Peripheral Strategy, which allegedly existed until the 90s. When it first emerged, this alliance-like structure was tried to be kept secret for a long time. In this study, this structure, which is a typical realpolitik application, will be examined.
