High Speed Railways and Changing Spatial Accessibility

Abstract

The mobility and interactions among people in different regions and different economic activities can be promoted since the space-time distance is shorted by high speed railway (HSR). Due to the benefits of HSR services, Turkey is continuing to invest new HSR routes. One of the most direct benefits of HSR is the improvement in accessibility. In this context, the purpose of this study is to examine the disparity of accessibility as an indicator of the benefits that cities have received or will receive from the HSR network extension in Turkey between 2003 and 2023. Accessibility impact of the new infrastructure is measured by three indicators: weighted average travel times (WATT), economic potential (PA) and daily accessibility (DA). The most accessible city using the WATT indicator is Eskisehir. In the case of the PA indicator, the most accessible city is Sakarya. The most accessible city in terms of the DA is Bilecik. The inequality in regional accessibility decreases according to coefficient of variation values.

Yüksek Hızlı Trenler ve Değişen Mekansal Erişilebilirlik

Abstract

Yüksek hızlı tren (YHT) ile zaman-mekan boyutunda mesafeler kısaldığından, farklı bölgelerdeki ve farklı ekonomik faaliyetlerdeki insanlar arasındaki hareketlilik ve etkileşimler daha da artmaktadır. YHT hizmetlerinin sağladığı erişilebilirlik faydası nedeniyle Türkiye, yeni YHT hatlarını yapımına devam etmektedir. YHT'nin doğrudan faydalarından biri erişilebilirlikteki iyileşmedir. Bu bağlamda, bu çalışmanın amacı, 2003-2023 yılları arasında Türkiye'deki şehirlerin YHT ağındaki genişlemeden elde ettikleri veya edecekleri faydaların bir göstergesi olarak erişilebilirliği ve erişilebilirlik bağlamında bölgesel eşitsizliği incelemektir. Bu kapsamda kullandığımız üç gösterge: ağırlıklı ortalama seyahat süreleri (WATT), ekonomik potansiyel (PA) ve günübirlik erişilebilirliktir (DA). Çalışma sonuçlarına göre ekonomik potansiyele erişebilirlik açısından (PA) en erişilebilir şehir Sakarya, WATT göstergesine göre en erişilebilir şehir Eskişehir ve günübirlik erişebilirlik açısından en erişilebilir şehir Bilecik'tir. Ayrıca varyasyon katsayısı değerlerine göre bölgesel erişilebilirlikteki eşitsizliğin azaldığı görülmektedir.
