GÖÇ VE VERİMLİLİK İLİŞKİSİ: TÜRKİYE ve AVRUPA BİRLİĞİ ÖRNEĞİ

Abstract

Göç, emek arzını farklı
kültürlerden ve coğrafyalardan gelen işgücünün sahip olduğu beşeri sermaye ile
nitelik açısından genişletebilme özelliğini taşımaktadır. Göç, yerli emeğin
ikamesi olmak yerine yerli emeği tamamlayıcı özelliğe sahip olduğu takdirde
göçmen işgücünün kendi coğrafyasında edindiği yetenek ve becerileri yerli emeğe
kazandırma vasıtasıyla verimliliği, bilgi aktarımını dolayısıyla da yeniliği
teşvik etme özelliğine sahiptir. Günümüz sanayileşmiş ekonomilerinin iktisadi
başarılarının arkasında yatan en önemli nedenlerden birisini, göç vasıtasıyla
bu ekonomilere gelen çeşitli nitelikteki göçmen işgücü teşkil etmektedir. Bu
çalışma ile göçün özellikle Türkiye ve Avrupa gündeminde önemli yer aldığı
günümüzde, “Göç, Türkiye’nin ve Avrupa Birliği’nin büyüme ve devamında kalkınma
stratejisi için faydalı bir araç mıdır?” sorusunu ampirik olarak cevaplamayı
amaçlamaktadır. Bu amaçla Türkiye ve Avrupa Birliği için göç ve toplam faktör verimliliği
arasındaki ilişki 1990 ve 2016 yılları arasın için Panel Veri Analizi metodu
ile analiz edilmiştir. Yapılan analiz sonuçlarına göre göçün verimlilik
üzerinde anlamlı bir etkiye sahip olmadığı sonucuna ulaşılmıştır.
