The transition process into the multi-party system originated in Turkey upon the
World War II is a prominent period concerning the development of democracy within the
country. The most thought-provoking subjects related to this process cover how the main
actors of the process: İsmet İnönü and People’s Republican Party (CHP) got ready for the new
era, what they would execute, and how they would react on the upcoming developments.
Following a long years run of one-party governmental system, the administrative board of
CHP brought in a range of modifications in the party bylaw and manifesto, compatible with
the democratic atmosphere of the age, in order to suppress the strengthening political power
of the opposition and to adapt the party to the brand new process. In line with the objective
of consolidating their identity as a political party and attracting the support of large masses,
an understanding of taking notice of various opinions, demands, and problems of the party
organization that is in direct contact with the people began to be dominant within the party.
In order to soundly identify the extensive problems witnessed by the party organizations on
a course of years and to cater relevant solution to the problems, the competent authorities
of the party such as the Congress and the Inspectorship conducted actively. The resolutions
concluded at the congresses, where the delegates of party members could express their
views freely and hot debates took place, prevented the party from a potential sudden loss
of votes. In addition, the Inspectorship department of the party was employed actively so
as to determine the main reasons for the loss of votes in consideration of people’s support,
and the problems of the organization properly. The inspectors dispatched across the country
noted the problems soundly, objectively, and with no political concerns in their reports. They
further specified the factors leading to the alienation of the people from the party and they
made suggestions as a remedy to these problems. CHP could manage to carry some of the
suggested policies into effect whereas the time was scarce to implement all of them since they
had no other option but to hand over the power to the Democratic Party (DP) in 1950 to found
a new government.
This article will address to the several issues confronted by the CHP party
organization during the transition process into the multi-party political system, as regards to
the negotiations occurred during the congresses and according to the inspector reports as well
as the suggested remedies instrumented toward these issues. The primary references used
for this study are the congress minutes and the inspection reports obtained from the Prime
Ministry Republic Archive. Furthermore, a number of memoirs written by the witnesses of
the above-mention period and some studies featuring the period have also been used.
