Ölçme ve değerlendirme; esas itibarıyla öğrenme öğretme süreçlerini, öğretim içeriğini, öğrenme-öğretme durumlarını ve öğretim yöntem ve tekniklerinde iyileştirmeye dönük yönlerin tespiti ve müdahale stratejilerinin geliştirilmesinde stratejik bir önem taşımaktadır. Ölçme ve değerlendirme sisteminin sorumluluğu, tüm paydaşlara düşmektedir. Sorumluluğun bir yansıması olarak Millî Eğitim Bakanlığı, 09/09/2023 tarih ve 32304 sayılı yönetmelikle ölçme ve değerlendirme yönetmeliğinde değişikliğe gitmiştir. Bu noktada araştırmanın amacı Millî Eğitim Bakanlığı tarafından yapılan yönetmelik değişikliğine dair Türkçe öğretmenlerinin görüşlerini belirlemek ve yönetmeliğin ortaya çıkaracağı olası sonuçları belirlemektir. Çalışmada Türkçe öğretmenlerinin ölçme ve değerlendirme yönetmeliğinde ile ilgili görüşleri üzerinden durulduğundan nitel araştırma desenlerinden fenomenolojik desen kullanılmış ve fenomenolojik desen türlerinden betimleyici modelden faydalanılmıştır. Çalışma, 2023-2024 eğitim- öğretim yılında Bayburt il merkezinde görev yapan 21 Türkçe öğretmeni üzerinde gerçekleştirilmiştir. Ölçme ve değerlendirme yönetmeliğine dair görüşlerini belirlemek için yarı yapılandırılmış görüşme formu kullanılmıştır. Verilerin analizinde içerik analizi tekniği kullanılmıştır. Yeni ölçme değerlendirme yönetmeliğine ilişkin görüşülen öğretmenlerin büyük bir çoğunluğu yapılan düzenlemelerin Türkçe öğretimi açısından faydalı bulmaktadır. Süreci faydalı bulmayan öğretmenlerin gerekçelerine dikkat edildiğinde ise en sık dile getirilen eleştiri sürecin tabandan tavana doğru bir hazırlık aşamasından geçirilmediği ve sistemin altyapısının tam olarak hazırlanmaması noktasına odaklanmaktadır.

As a reflection of its responsibility, the Ministry of National Education has amended the measurement and evaluation regulation with the regulation numbered 32304 dated 09/09/2023. At this point, the aim of the research is to determine the opinions of Turkish teachers regarding the amendment to the regulation no. Made by the Ministry of National Education and to determine the possible consequences of the regulation. Since the study focused on the opinions of Turkish teachers regarding the measurement and evaluation regulations, phenomenological design, one of the qualitative research designs, was used and descriptive model, one of the phenomenological design types, was used. Study was conducted on 21 Turkish teachers working in Bayburt city center in the 2023-2024 academic year. A semi-structured interview form was used to determine their opinions on the measurement and evaluation regulation. Content analysis technique was used to analyze the data. The majority of the teachers interviewed regarding the new measurement and evaluation regulation find the regulations useful for teaching Turkish. When the reasons given by teachers who do not find the process useful are taken into consideration, the most frequently expressed criticism focuses on the fact that the process was not carried out through a bottom-up preparation phase and that the infrastructure of the system was not fully prepared.
