BOŞ KONTEYNER KONUMLAMASI PLANLAMA DÜZEYİ VE MODEL TÜRLERİ SINIFLANDIRMASI

Abstract

Literatürde boş konteyner konumlamasına dair pek
çok çalışma mevcuttur. Bu çalışmaların
sınıflandırılması, gelecek çalışmalara dair hangi alanlarda araştırma
yapılabilecek bir derinlik olduğunu belirlemede kritiktir. Bu çalışma,
literatürde mevcut çalışmaları stratejik, taktik ve operasyonel planlama
düzeyleri bağlamında sınıflandırmıştır. Sınıflandırma yapılırken planlama
düzeyi belirleme kriterleri ile 2010-2018 seneleri arasında yayınlanan çalışma
içerikleri karşılaştırılmıştır. Çalışma, önerilen çözümlere dair yararlanılan matematiksel
modelleri de incelemektedir. İlgi dönemde literatür çalışmalarının pek çoğu
taktik planlama düzeyindedir. Operasyonel düzeydeki çalışmalar ise nispeten seyrektir.
Stratejik planlamaya yönelik çalışma sayısı ise son derece kısırdır. Politik ve
ekonomik gelişmelerden hızla etkilenen, belirsizliğin yüksek olduğu küresel
taşımacılığa ilişkin akademik çalışmalarda stokastik modeller beklenildiği
düzeyde kullanılmamaktadır. Kısa dönem konteyner kiralama uygulamalarının, boş
konteyner hareket sayılarının azaltılabilmesi üzerine etkileri gelecekte araştırma
yapılabilecek önde gelen bakir alanlar içinde öne çıkmaktadır. Dolu/boş
konteyner bekleme sürelerinin azaltılması, gemi liman uğraklarına dair sabit
günlü zaman çizelgesi oluşturulması, demirbaş ve kiralık konteynerlerin
birlikte kullanımı konuları son senelerde kısıtlı çalışmaya konu olmasına
rağmen sektör pratiğine hitap etme potansiyeli taşımaktadır.
