Abstract
Haberleşme hizmetleri çok uzun yıllar boyunca dünyanın pek çok ülkesinde kamu mülkiyeti ve kontrolü altında sunulmuştur. 1980’li yılların başlarına değin posta ve telekomünikasyon hizmetlerinde gelişmiş ve gelişmekte olan ülkelerin hemen tamamında “devlet monopolü” varlığını sürdürmekteydi. Ancak 1980 sonrasındaki süreç içerisinde pek çok altyapı hizmetlerinde olduğu gibi haberleşme hizmetlerinde de serbestleşme, rekabete açılma, deregülasyon ve özelleştirme vs. uygulamalar gündemde bulunmaktadır. Bu çalışmada telekomünikasyon hizmetlerinde ortaya çıkan yeni gelişmeler ve trendler ortaya konulmaktadır.
