The Relationship Between Social Protection and Economic Growth

Abstract

Social
protection theory and practice in low-income countries has progressed rapidly
in the last decade. Social protection is an effective response to poverty and
vulnerability in low-income countries; There is a consensus around the view
that it is an important component of economic and social development
strategies. The rise of social protection provides an answer to global trends.
In this study, the effect of social protection on economic growth is
investigated by ARDL method. In the period of 2006-2016, econometric
applications are carried out with the data set of 21 low-income countries. The
findings of the study show that the social protection variable, which is
discussed, converges to the long-term economic growth average with the short
term shocks occurring. In this context, it is possible to say that policies
related to social protection are an important policy tool in promoting economic
growth in low-income countries. Social protection is a potentially important
part of a strategy to reduce growth by reducing sustainable poverty.

Düşük Gelirli Ülkelerde Sosyal Koruma ve Ekonomik Büyüme İlişkisi

Abstract

Düşük gelirli ülkelerde sosyal
koruma teorisi ve pratiği, son on yılda hızlı bir şekilde ilerlemiştir. Sosyal
korumanın, düşük gelirli ülkelerdeki yoksulluk ve kırılganlığa etkili bir cevap
oluşturduğu, ekonomik ve sosyal kalkınma stratejilerinin önemli bir bileşeni
olduğu görüşü etrafında bir fikir birliği bulunmaktadır. Sosyal koruma
yükselişi küresel eğilimlere bir cevap oluşturmaktadır. Bu çalışmada sosyal
korumanın ekonomik büyüme üzerindeki etkisi Panel ARDL yöntemi ile araştırılmıştır.
2006-2016 döneminde 21 düşük gelirli ülkeye ilişkin veri seti ile ekonometrik
uygulamalar gerçekleştirilmiştir. Çalışmadan elde edilen bulgular,
ele alınan sosyal koruma
değişkeninin, meydana gelen kısa dönemli şoklarla uzun dönem ekonomik büyüme
ortalamasına yakınsadığını göstermektedir yani
düşük
gelirli ülkelerin ekonomik büyümesinde sosyal korumanın önemli bir etken
olduğuna ekonomik büyüme üzerinde olumlu bir etkiye sahip olduğuna işaret
etmektedir. Bu bağlamda düşük gelirli ülkelerde sosyal korumaya ilişkin
politikaların ekonomik büyümeyi teşvik edici önemli bir politika aracı olduğunu
söylemek mümkündür.
Sosyal koruma sürdürülebilir yoksulluğu azaltarak büyümeyi artıran bir
stratejinin potansiyel olarak önemli bir parçasıdır.
