Abstract
Countries, sectors, companies and even individuals are in a great race in a tough competitive environment at the international level. For this reason, various comparisons are made at the level of country, region, sector, firm for international competitiveness, so that appropriate programs and strategies are sought to achieve competitive advantage. In this context, academic studies and activities on how to increase competitiveness increase, and many structures and programs are developed to improve competitiveness. Competition race so much heat has brought forward the concept of regional competition and city competitiveness. In this context, the competitiveness of Elazig and neighbouring provinces was analysed with the Promethee GAIA method, which is one of the newest but most used methods among ÇKKV methods, using the inter-provincial competitiveness index (IRE) data published at the provincial level. According to the results obtained from the study; According to Promethee I partial ranking, Gaziantep province seems to have a more dominant and partial priority in terms of competitiveness than other provinces. Likewise, Elazig province is more dominant in terms of competitiveness than Erzurum province and Diyarbakir province in Adiyaman province. The first of the provinces with a clear superiority according to Promethee II's full rank is Gaziantep and the weight of this province is positive while the weight of Diyarbakır is negative. Gaziantep province has the highest net Phi value among the provinces covered by the analysis, followed by Elazıg, Erzurum, Malatya, Tunceli, Diyarbakir, Adiyaman, Urfa, Bingol and Mardin, respectively. The accuracy probability of these results obtained as a result of the analysis was calculated as 83%.
