Abstract

Çin Halk Cumhuriyeti’nin kuruluşunun yüzüncü yılında tamamlanması planlanan Bir Kuşak Bir Yol projesi (One Belt One Road-OBOR), Çin devletinin küresel siyasetteki etkisini arttırmak için tasarlanmış Çin’in 21. yüzyıldaki en büyük küresel hegemonya girişimidir. Bu girişimin en önemli güzergâhlarından birisi ise barındırdığı kaynakları ve insan potansiyeli ile Afrika kıtasıdır. OBOR projesi ile Çin, Afrika kıtasını deniz ipek yolu ile projenin içine alarak Kenya, Cibuti, Etiyopya ve Mısır’a özel bir önem atfetmektedir. Bu çalışmanın temel amacı, Afrika kıtasının OBOR projesi için ifade ettiği önemi inceleyerek Çin Halk Cumhuriyeti’nin uzun dönemde Afrika ülkeleri üzerindeki etkisini ortaya koymaktır. Çin tarafından uygulanan borç-tuzak diplomasisini detaylıca irdelemek ise çalışmanın bir diğer amacıdır. Çalışmanın temel hipotezi ise Afrika bölgesinin OBOR projesi kapsamında ekonomik olarak Çin devletine giderek bağımlı olacağı ve Çin’in bu bölge üzerinde siyasi kontrol uygulayacağı düşüncesidir. Bu durum, yazının başlığında da ifade edildiği üzere Afrika ülkelerini bekleyen en büyük tehlikedir.
