İNOVASYONUN BELİRLEYİCİLERİ: KÜRESEL İNOVASYON ENDEKSİ ÜZERİNDE BİR ARAŞTIRMA

Abstract

Ekonomik büyümeye yol açan mekanizmaları anlama girişimlerinde, ekonomik düşünce okulları doğrudan veya dolaylı olarak yenilik üretmenin önemini vurgulamaktadır. Özellikle Romer (1990) çalışmasından beri modern büyüme literatürü, teknolojik inovasyonları ve Ar-Ge faaliyetlerini büyüme sürecinin merkezine yerleştirmektedir. Bir ülkenin sürdürülebilir ekonomik büyüme sağlaması için inovasyon kapasitesinin tespiti büyük önem taşır. Ülkeler/bölgeler/firmalar arasındaki yenilikçi çıktılarda yaşanan eşitsizlikler nedeniyle, makro düzeyden mikro düzeye kadar yenilikçi kapasitenin artması arkasındaki destekleyici faktörlerin bilinmesini zorunlu kılmaktadır. Bu nedenle, inovasyonun belirleyicilerinin tespiti ile ülkelerin performansının geliştirilmesi mümkün olacaktır. Küresel anlamda yenilikçi kapasitenin tespiti için birçok kuruluş tarafından yapılan endeks çalışmaları mevcuttur. Küresel İnovasyon Endeksi (KİE) bu tür büyük küresel organizasyonların hesapladığı endeksler içinde en kapsamlı olanıdır. Çalışmanın amacı; ülkelerde inovasyonun belirleyicilerinin inovasyon çıktıları üzerindeki etkisini ve bu belirleyicilerin ülkelerin gelir grubuna göre nasıl değişiklik gösterdiğini analiz etmektir. Bu doğrultuda en son yayımlanan 2021 KİE içinde verilerine ulaşabilen 99 ülke ile analiz gerçekleştirilmiş ve öneriler sunulmuştur.
