Post-Sovyet Dönemde Güney Kafkasya’da Güvenlik: Başlıca Gelişmeler ve Çatışma Ortamının Dönüşümü

Abstract

Güney Kafkasya, post-Sovyet dönemde çözümsüz kalmış çatışmaları ile anılan bir bölge haline gelmiştir. 2008 yılında yaşanan Rus-Gürcü savaşından sonra Rusya, bölgede üstünlüğünü kurmuştur. Bu gelişme ile birlikte, bölgede çatışmasızlık ortamından uzlaşma ortamına geçiş, diğer bir deyişle Rusya liderliğinde bir düzen kurulması ihtimali belirmiştir. Fakat bu çalışmada gösterildiği gibi, Rusya bölgesel çatışmaların çözümünü de içerecek bir düzen kurmayı tercih etmemiştir veya ettiyse bile başaramamıştır. Bölgede Rus üstünlüğünün devam ettiği 2013 yılında Çin, Kuşak ve Yol İnisiyatifi’ni (KYİ) önermiştir. Bu projenin Orta Asya-Batı Asya Ekonomik Koridoru adı verilen kolunun Güney Kafkasya’dan geçmesi planlanmıştır. Projeye hükümetlerin ilgisinin devamı ve Avrasya’da Çin-Rus ortaklığının devamı hallerinde KYİ’nin başarılı olması beklenebilir. KYİ, başarılı olması durumunda, bu makalede belirtilen nedenlerle Güney Kafkasya’daki çatışmaların uzlaşmaya dayalı çözümüne ciddi düzeyde katkıda bulunabilecektir.
