Kamu bilişim sektörü bilişim uzmanları işten ayrılma niyeti stratejik insan kaynakları yönetimi Türkiye
Information technology experts in public sector are those individuals, who were born after 1980 hence belong to Y-generation, have been graduated from information technologies departments of engineering faculties, have good English language skills and have a particularly high rank at the Public Sector Selection Examination. The information technology experts request the chance of self-actualisation from public organisations at the first place rather than having higher salaries as opposed to the assumptions of top public managers. The findings of analysis of the secondary data, obtained from the TurkStat Employee Satisfaction Survey conducted between the years 2012 and 2016, indicated that even though the public managers consider the high turnover rate of the information technology experts as mostly due to monetary issues, the information technology experts principally leave their organisations due to not being satisfied in terms of self-actualising. In fact, the findings pointed out that the expectation of higher salary has never been ranked at the first place for the information technology experts during the analysis period, except for one year. The findings of this paper are expected to be beneficial and guiding for future human resource management strategies to be developed for information technology experts in the public sector.
