Significant transformations have happened lately in Turkey. One of the main points of this transformation is public administration. A new tendency has appeared in public administration due to the transformations occurred in the last decade (after 2010). The year 2010 and 2017 referendum, 2011 and the decree laws and Presidential Decrees issued after 2016 have an important place in determining this tendency. The framework of this study is based on this new tendency. In this extensive study, it is proposed that a new type of centralization in which both political and administrative centralization coexist as an extension of the tendency of strengthening executive branch of the state, which has been effective in Turkey for many years, has appeared and this centralization is analyzed as "hybrid centralization" by conceptualizing the "hybrid" concept which has been started to be used recently in social sciences. As a result, public administration forehead emerged as a new kind of hybrid centralization in Turkey and has been institutionalized with this system change.
