ENGELLİLER İÇİN ERİŞİLEBİLİRLİK ETKİSİ: CEMAL REŞİT REY KONSER SALONU VE ZORLU PERFORMANS SANATLARI MERKEZİ ÖRNEĞİ

Abstract

İnsanlık tarihi kadar eski olan engellilik kavramı; toplumsal ve tarihsel gelişime paralel olarak yeniden tanımlanmış, engelli bireylere olan bakış açısı giderek değişmiştir. Engelli bireylerin toplumun bir parçası olduğu, diğer bireyler gibi tüm haklardan yararlanması için fiziki ve hukuki engellerin ortadan kalkması gerektiği fikri gelişmiştir. Son zamanlarda yapılan yeni yasal düzenlemeler, tanınan haklar ile oluşturulan yüksek duyarlılık, güzel ve olumlu gelişmeler olarak değerlendirilir. Fakat engelli bireyler kamusal alanda birtakım engellerle karşılaşmaktadır. Bu durum onların bilgiye, hizmete, kültürel aktivitelere erişim ve ulaşımını zorlaştırmaktadır. Bu çalışmada, Türkiye’de engelsiz yaşam mottosunun bir yansıması olarak bina kullanımlarının engelsiz yaşama uyumluluğu araştırılmıştır. Örnek alan olarak Cemal Reşit Rey Konser Salonu ile Zorlu Performans Sanatları Merkezi seçilmiştir. Erişilebilirlik açısından yeni ilkeler ve önerilerin geliştirilmesi amaçlanmıştır.

ACCESSIBILITY FOR THE DISABLED: EFFECT: THE CASE OF CEMAL REŞİT REY CONCERT HALL AND THE STRONG PERFORMANCE ARTS CENTER

Abstract

The concept of disability, which is as old as the history of humanity, has been redefined in parallel with social and historical development, and the perspective of individuals with disabilities has gradually changed. The idea has developed that disabled individuals are now a part of society and that all physical and legal obstacles must be removed in order to benefit from all rights like other individuals. The new legal regulations made recently, the rights granted and the high sensitivity created can be considered as good and positive developments. However, people with disabilities face a number of obstacles in the public sphere. This situation makes it difficult for people with disabilities to access and access information, services and cultural activities. In this study, as a reflection of the barrier-free living motto in Turkey, the compatibility of building uses with disability-free living was investigated. Cemal Reşit Rey Concert Hall and Zorlu Performing Arts Center were chosen as sample areas. It is aimed to develop new principles and suggestions in terms of accessibility.
