A TRIBE AND ITS LEADER RISHVANZADE SEYYID ABDURRAHMAN PASHA IN THE SERVICE OF OTTOMAN STATE Rishvan Tribe having a semi-nomadic life particularly around Malatya, Adıyaman, Maraş and Sivas had an important position in the social, economic and administrative structure of the region under the Ottoman control. The province governerships of Malatya, Maraş, Adana and Sivas were ruled by Pashas from this tribe. Rishvanzade Seyyid Abdurrahman Pasha was one of them who for long years had been local governor of Besni (Behisni) and of Malatya. Abdurrahman Pasha was loyal to the state in general, however the relations between him and the state was not good in some periods. When execution decision was announced for him he had to leave his homeland. Nevertheless, the conditions in the region were not suitable for existence of a non-tribal power. As a result Abdurrahman Pasha was forgiven and he was reinstated. Abdurrahman Pasha died in a plague epidemic emerging in Besni in 1814 and all his assets were seized by the Otoman State.
Sosyal, ekonomik ve siyasi yapısı itibariyle Osmanlı Devleti, aşiret türü yapıların rahatça etkinlik gösterebileceği bir ortama sahipti. Osmanlı coğrafyasının geniş bir alanında faaliyet gösteren aşiretlerden biri de Rişvan Aşireti'dir. Özellikle Malatya, Adıyaman, Maraş ve Sivas çevrelerinde yarı göçebe bir hayat süren Rişvan Aşireti, bölgenin sosyal, iktisadî ve idarî yapısı içerisinde önemli bir konuma sahipti. Malatya, Maraş, Adana ve Sivas valilikleri uzun süre Rişvan Aşireti'nden paşalar tarafından idare edilmiştir. Bu yöneticilerden biri de Rişvanzade Seyyid Abdurrahman Paşa'dır. Genel olarak devlete sadık olan Seyyid Abdurrahman Paşa ile devletin arası bazı dönemlerde bozulmuştur. Hakkında idam fermanı çıkınca memleketini terk etmek zorunda bile kalmıştır. Neticede Seyyid Abdurrahman Paşa affedilerek görevine iade edildi. 1814 yılında Besni'de ortaya çıkan veba salgınında hayatını kaybetmiştir.
