Havacılık sektörü, ticari getirisi ve uluslararası arenada ülkelerin imajlarının sağlanmasında önemli bir araç olması nedeniyle sürekli olarak kamuoyunun ilgi odağında olan bir sektördür. Bu sebeple, havacılık sektöründe gerçekleştirilen herhangi yasa dışı bir eylem çok ses getirmekte, masum insanların hayatını kaybetmesine, ciddi maddi kayıplara ve hem havayolu firmalarının hem de uçakların tescilli olduğu ülkelerin imajının zedelenmesine neden olmaktadır. Havacılık güvenliğinin sağlanması amacıyla, havaalanlarında uçuş öncesinden başlayıp ve uçuş sonrası süreci de içine alan birçok önleyici uygulama ve kontrol bulunmaktadır. Bu güvenlik uygulamalarından biri, yasa dışı olaylara karşı uçuş sırasında uçuş güvenlik görevlisi bulundurmaktır. Bu araştırmanın amacı, uçuş güvenlik görevlisinin görevleri, tarihçesi, dünya çapındaki uygulama şekilleri ve Türkiye’deki son durumu hakkında kavramsal bilgi vermektir. Araştırmanın havacılık güvenliği ile ilgili Türkçe literatüre katkı yapacağı düşünülmektedir.
Any illegal action carried out in the ever-growing aviation industry worldwide leads to death of innocent people, serious material losses and the image of both airline companies and countries where aircraft are registered. In order to ensure aviation security, there are many preventive practices and controls at airports, including pre-flight and post-flight processes. One of the measures taken against the events that endanger the security of the flight crew, passengers and aircraft is to have a security officer during the flight. Practice of in flight security officer is a new practice on the agenda of Turkish civil aviation, although it has been in force for aviation security in some countries. For this reason, it is aimed to carry out this study in order to contribute to the formation of the Turkish literature on the concept of in flight security officer. The purpose of this research is to examine duties, history, practice ways worldwide, legislation of in flight security officers and the recent situation of this practice in Turkey conceptually. Document analysis method was used to collect data in the research. In this context, the literature on in flight security officer practices has been extensively studied. According to research results, it has been observed that in flight security officers in the aviation industry have been used in many countries, especially in United States of America, since the early 1960s. In Turkey, the practice of in flight security officer are expected to enter into force in 2020. However, it has been seen that there are discussions about the duties of in flight security officer, authority of using weapons during the flight and the cost of the practice to the airline companies. The research is thought to contribute to the literature on aviation security.
