A PROPOSAL FOR A NOVEL ANALYTICAL RISK IDENTIFICATION METHOD FOR INDUSTRIAL PURPOSES

Abstract

One of the most substantial steps in Risk Analysis is the determination of risks in the system which is being considered. In situations where; the system in question has been in service for a long time or malfunctions and hazards have been monitored and recorded by experienced operators and risk analysis specialists, potential risks can be mostly identified most of the time. However in cases where systems are newly designed, newly comissioned or adequate information as to the operational background is missing, uncertainity about possible risks is encountered. This study aims to devise an analytical method to identify the risks, when information and experience on the system is not available. In this context, primarily; mechanical, electrical, chemical, thermal etc. effects coming from the surrounding systems on the system under scrutiny, are determined. Then, interfaces between effects and the system and properties of interfces and the system are layed out. Consequently possible risks are found out from the combinations of effect, interface and system properties. This study proposes to devise a systematical risk identification method, taking in to consideration all the effect-interface-system possibilities, nevertheless does not mean to discard the need for utilizing statistical information, rather provides support for the risk analyzer using past information. The proposed method is used in a sample application, comprising a single axes robot arm which transfers a plastic drum containing a hazardous liquid chemical from a conveyor line to another.

ENDÜSTRİYEL AMAÇLI YENİ BİR ANALİTİK RİSK TANIMLAMA YÖNTEMİ ÖNERİSİ

Abstract

Risk analizi çalışmalarının en önemli adımlarından
birisi, incelenen sistemlerde hangi tür risklerin ortaya çıkabileceğinin
belirlenmesidir. İncelenen sistemlerin uzun süredir çalışmakta olduğu, bu
süreçte meydana gelen arıza ya da tehlike yaratan durumların gözlemlenerek
kayıt altına alındığı, tecrübeli kullanıcıların ve uzman risk analizcilerinin
geçmiş deneyimlerinden faydalanılabildiği durumlarda potansiyel riskler büyük
ölçüde belirlenebilmektedir. Ancak yeni tasarlanan, yeni kullanılmaya başlanan
ya da geçmiş kullanım sürecine ilişkin yeterli bilgi elde edilemeyen
sistemlerde oluşabilecek risk türleriyle ilgili belirsizlikler oluşmaktadır. Bu
çalışma, oluşabilecek riskler hakkında yeterli bilgi ve tecrübenin olmadığı
durumlarda, olası risklerin tanımlanabilmesi için analitik bir yöntem
geliştirilmesini amaçlamaktadır. Bu kapsamda ilk olarak; incelenecek sisteme
çevre sistemlerden gelebilecek mekanik, elektriksel, kimyasal, ısıl, vd.
etkiler ve özellikleri tespit edilmekte, bir sonraki adımda çevre sistemler ile
oluşturduğu ara yüzler ve bu ara yüzlere ait özellikler, daha sonra da sistemin
içinde bulunduğu mekanik, elektriksel, kimyasal, ısıl, vd. durumlar
belirlenmektedir. Son olarak sistemin maruz kaldığı etkiler, ara yüz
özellikleri ve içinde bulunduğu durum arasındaki etkileşimler bir risk
belirleme matrisi üzerinde eşleştirilerek meydana gelebilecek riskler
tanımlanmaktadır. Önerilen yaklaşım, sistemin çalıştığı proses adımları için
tüm olasılıkları dikkate alarak sistematik bir risk belirleme yöntemi
oluşturmayı amaçlamakta ancak geçmiş dönemler için yapılan araştırma
çalışmalarından, iş güvenliği uzmanlık bilgisi ve tecrübesinden yararlanma
gerekliliğini ortadan kaldırmamakta, tasarımcı ya da kullanıcıya, risklerin
belirlenmesi için destek sağlamaktadır. Çalışmada önerilen yaklaşım örnek
olarak bir eksenli bir robotun, tehlikeli kimyasal içeren plastik bidonları bir
taşıma hattından diğerine aktarma prosesine uygulanmıştır.
