Kiralık Sosyal Konutlar: Türkiye’de Barınma Sorununun Çözümü İçin Yeni Bir Yöntem

Abstract

Ülkemizde yoksulların barınma sorunu; gelir adaletsizlikleri, nüfus artışı, hızlı kentleşme süreçleri gibi nedenlerle sürekli olarak artmaktadır. Toplu Konut İdaresinin (TOKİ) mülk edindiren sosyal konut uygulamaları ise bu sorunu çözmekte yetersiz kalmaktadır. Yoksulların barınma sorunlarına karşı yöntem değişikliğine gidecek olan Toplu Konut İdaresi’nin uygulamayı planladığı kiralık sosyal konutlar, çalışmanın konusunu oluşturmaktadır. Bu bağlamda Hollanda, Avusturya, İngiltere ve Çin’deki kiralık sosyal konut politikaları incelenmiştir. Söz konusu ülkelerdeki kiralık sosyal konuta olan yaklaşımlar, kiralık sosyal konutların fiziki durumları, kiralık sosyal konutlardan yararlanma koşulları ve kiralık sosyal konutların finansmanı gibi konular ilgili mevzuat ve istatistiki veriler ışığında anlatılmaya çalışılmıştır. Çalışmada son olarak ülkemizde yoksulların barınma sorununun çözümü için kiralık sosyal konut politikalarının gerekliliği ortaya koyulmuş ve hayata geçirilmesi planlanan bu uygulamalara ilişkin politika önerilerinde bulunulmuştur.

Rental Social Housing: A New Method in Turkey For Solution Of Housing Problems

Abstract

The housing problem of the poor in our country ise increasing constantly due to; income inequality, population growth and rapid urbanization processes. Social housing applications sold by the Housing Development Administration (TOKI) is insufficient to solve this problem. Mass Housing Administration will change the method of housing against the poor's housing problems. Therefore, the issue of the article was chosen as rental social housing. In this context, rental social housing policies in the Netherlands, Austria, England and China have been examined. It has been tried to explain with legislation and statistics that approaches to rental social housing, physical conditions of rental social housing, conditions for benefiting from rental social housing and financing of rental social housing. Finally, Explained the necessity of rental social housing policies against the problem of housing of the poor in our country and policy suggestions have been made for this.
