In the late 19th century and early 20th century, when the Ottoman Empire collapsed politically and economically, the empire's most sought after was the statesmen who were merit, loyal and loving. Şemseddin Pasha, who served the Empire with these qualities and whose name was not known, was only one of these statesmen. Mehmet Şemseddin Pasha was Circassian origin, who came to Anatolia as an immigrant, served two sultans, Abdulhamid II and Mehmed Reşad II, during their lifetime and with the qualities of superiority. As stated in the Ottoman and Iranian archive documents, Şemseddin Pasha spent his life in duties such as Greece, Romania, Iran and Tripoli-Benghazi. He had a rare and knowledgeable personality that has maintained his modesty in his assigned positions. A result was tried to be reached by using the archive documents of the events of the period he was in charge of. In this study, the life of Şemseddin Pasha and the relations between the two countries in the Ottoman-Iranian archive documents, as well as all the activities he carried out in other countries, will be tried to be clarified.
