Local, regional and global powers have long been fighting against ISIS
politically, militarily and economically. This article argues that the fight
against ISIS has become the common problem of the international community after
2014. It is argued that these forces' fight against ISIS has become not only a
fight against global terrorism, but also a foreign policy instrument used by
local and regional powers against each other in Syria and Iraq. The struggle
with ISIS has caused significant effects on the balance of power in the Middle
East, even though the organization has lost its sovereignty in Syria and Iraq
at the point reached. In the study, these questions are examined through
historical processes, official documents and events.
