Günümüzde kentli hakları konusunda
bağlayıcılığı olan veya bu hakların tam olarak neler olduğunu gösteren,
üzerinde uzlaşılmış herhangi bir uluslararası metin yoktur. Ancak 1992 tarihli “Avrupa
Kentsel Şartı” ve 2008 tarihli “Avrupa Kentsel Şartı-2: Yeni Bir Kentlilik İçin
Manifesto” başta olmak üzere birçok belge kentli haklarını konu edinmektedir.
Bu konuda ortaya konulan en önemli uluslararası metin olma özelliğini taşıyan
Avrupa Kentsel Şartı’nda benimsenen 20 maddelik bildirgede dolaşım hakkı da yer
almaktadır. Afyonkarahisar’da dolaşım
hakkının durumunu, kentlilerin düşünceleri ekseninde saptamak üzere yapılan ampirik
araştırma neticesinde Afyonkarahisar kent merkezinde yayalık, bisikletli ulaşım
ve toplu taşıma gibi
sürdürülebilir ulaşım yöntemlerine ilişkin altyapı,
donanım ve hizmetlerin genel olarak kaliteli, yeterli ve güvenli bulunmadığı belirlenmiştir.
There
is no completely agreed international document, which has a binding force about
urban rights or shows what these rights are in the world. Nevertheless, many
lawful documents, notably the European Urban Charter (1992) and European Urban
Charter II: Manifesto for a new urbanity (2008) are in definitive quiddity
about the topic of urban rights. In the European Urban Charter, which is the
most important international document about urban rights, the 20-articled
declaration mentions the right of mobility as an urban right. In this study, an
empirical research was held in order to determine benefits of urbanites living
in the city centre of Afyonkarahisar, from right of mobility. Research data was
collected through using face to face survey from 419 persons living within the
borders of Afyonkarahisar Municipality. As a result of study, it was determined
that infrastructure, equipment and services pertaining to sustainable
transportation methods such as pedestrianism, cycling and public
transportation, are not in adequate quality or sufficient and safe in general.
