TÜRKİYE’DE BÖLGESEL KALKINMA AJANSLARININ ON YILI: 2010-2019 YILLARINA İLİŞKİN BİR DEĞERLENDİRME

Abstract

Kalkınma Ajansları Genel Faaliyet Raporu’na göre, 5449 sayılı Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun 2006 tarihinde kabul edilmiş olmasına rağmen, Bölgesel Kalkınma Ajansları’nın (BKA) etkin olarak faaliyete geçmesi 2010 yılı içerisinde gerçekleşmiştir. Kronolojik olarak incelendiğinde 2006 yılında iki, 2008 yılında sekiz ve 2009 yılında on altı ajans kurulmuştur. 2010 yılı itibarıyla da tüm ajanslara yönetici ataması tamamlanmıştır. Bu bağlamda, 2010 yılı sonunda da 26 Kalkınma Ajansının çalışmaları ile ilgili ilk yıllık rapor Kalkınma Bakanlığı tarafından hazırlanmıştır. Bu çalışmada 2010-2019 yılları arasında yayımlanan Kalkınma Ajanslarının faaliyet raporları farklı açılardan incelenmiştir. 10 yıllık dönemde Kalkınma Ajanslarının verimliliği %43, etkinliğinin %76 olduğu, toplam gider gerçekleşme ortalamasının %30, gelir gerçekleşme ortalamasının %76 olduğu görülmüştür.

DECADE OF REGIONAL DEVELOPMENT AGENCIES IN TURKEY: AN ASSESSMENT OF 2010-2019

Abstract

According to the Development Agencies' General Activity Report, although the Law No. 5449 on the Establishment, Coordination and Duties of Development Agencies was adopted in 2006, the effective activation of RDAs took place in 2010. When examined chronologically, two agencies were established in 2006, eight in 2008 and sixteen in 2009. As of 2010, the appointment of managers to all agencies had been completed. In this context, the Ministry of Development prepared the first annual report on the work of 26 Development Agencies at the end of 2010. In this study, the activity reports of Development Agencies published between 2010 – 2019 have been analysed from different perspectives. In the 10-year period, it has been observed that the productivity of the Development Agencies is 43%, the efficiency is 76%, the average of total expense realization is 30%, and the average of income realization is 76%.
