In understanding and
classifying governmental systems, the main point of action in which the
legislative, executive and judicial bodies unite, dissociate, or which one is
effective on each other, and how the relationship between them should be, has
been the main starting point.Regardless of which government system will be
implemented in a country, it is very important that the judiciary is
independent of the legislative and executive organs.There is even no need to
discuss the benefits and harms of a government system where the judiciary is
politicized. The governmental systems implemented in the world are divided into
two which are based on unity of forces and separation of forces. However, since
the government system and the state system are different, a federal state-type
presidential system can be implemented, as well as a parliamentary system,
parliamentary government system, or semi-presidential system.Likewise, in the
unitary state type, the semi-presidential system can be implemented, as well as
the parliamentary system and the presidential system. Or the presidential
government system applied in Turkey which is a unitary state or the unique
Turkish type presidential system can be applied. The governmental systems to be
implemented depend on the political culture, political sociology, vulnerable
situations in the world and the past political experiences and the fragility of
democracy. There is no case that the
same system of government, which has been successfully implemented in one
country, can be successfully implemented in other countries. In
this context, this study system in which the government of the Republic of
Turkey since the foundation aims to examine the issues effectively implemented. In
conclusion, it was understood that in different periods of Turkey opened the
door to a different system of government.
