This study does not onlv question the nature of “quality” concept from the procedural evolution poiııt of view “total quality management” has göne through, but it also provides indications about how efforts to accomplish goals like improving the quality of labor life and maximizing custotner satisfaction by taking into consideruıion the co-reiation with structural and functional contributions which the human resource and management, the most unit/ue Creative power of organizations has created tvithin the same procedural evolution concept, can be organizeli within an organization.
