In today's world of transition from industrial society to information society, the change that has taken place in every area under the influence of globalization has become inevitable. The information age, in which information and communication technologies are felt deeply in economic, social and cultural fields has also shown itself in the role of the state and in the presentation of public services. The rapid development of information technologies has contributed to the provide of services to the public administration in terms of speed, quality and cost. The change over time that information communication technologies have inevitably affected public policy processes and actors. Accordingly, e-government applications are a reflection of the new state understanding that will provide continuity through the help of information communication technologies. With e-government applications, public services have begun to be offered to citizens, private sector and public institutions and organizations in an interactive manner. In order to identify risks and benefits related to e-government the determination of strategies , the preparation and implementation of action plans, the involvement of citizens in the process is related to the public policy process, which is a multi-faceted and multi-actor structure. Within the scope of the study, the effects of technological developments on public policies will be evaluated within the framework of e-government applications and of information communication technologies as a means of public policy.Then, the process of emergence of e-government policies in Turkey and the actors that are effective in the process of forming these policies will be mentioned in general. As the method of the study; thanks to literature search the main concepts have been explained, the practices have been evaluated and lastly, after the determination of the current situation, new proposals in addition to completed projects have been asserted.
