SURİYELİ GÖÇMENLERİN EĞİTİM FİNANSMANI VE KÜRESEL SORUMLULUK PAYLAŞIMI

Abstract

Suriyeli göçmenlerin eğitimi, yirmi birinci yüzyılın en büyük göçmen krizinin temel meselelerinden biridir. Göçmenlerin eğitimine ilişkin başlıca politika hedefi okul çağındaki çocukların ev sahibi ülkelerin ulusal sistemlerine dahil edilmesidir. Tüm çocukları içeren kapsamlı bir öğrenim sürecinin oluşturulması bulundukları ülkeler için büyük bir mali yük oluşturmaktadır. Suriyeli göçmenlerin sırasıyla en fazla bulunduğu üç ülke Türkiye, Lübnan ve Ürdün’dür. Hanehalkının yoksulluğu ve maddi yaşam koşulları, okul çağındaki göçmen çocukların eğitime erişimini doğrudan etkilemektedir. Ülkelerin üstlendiği eğitim maliyetinin hafifletilmesi uluslararası müdahaleler aracılığıyla sorumluluğun paylaşılmasını gerektirmektedir. Ancak çeşitli yardım programları ve fonlar aracılığıyla parasal yardım sağlayan Birleşmiş Milletler’in ve Avrupa Birliği’nin desteği yetersizdir. Doğru politikaların uygulanması ve yeterli düzeyde kaynağın tahsis edilmesi göçmenlerin eğitime erişimini artıracaktır. Çalışma, Suriyeli göçmen çocukların eğitiminde sorumluluk paylaşımını geliştirmeye yönelik öneriler sunmaktadır. Çalışmada nitel araştırma yöntemi kullanılmıştır. Göçmen çocukların eğitiminin finansmanına ilişkin doküman analizi aracılığıyla elde edilen veriler karşılaştırmalı olarak değerlendirilmiştir.
