TURKEY-GREECE DRONE FIGHT IN SECURITY DILEMMA

Abstract

The relations between Turkey and Greece are considered as one of the most prominent examples of the security dilemma in the Balkans. In recent years, Turkey has been following policies to improve its unmanned aerial vehicle (UAV) capacity. This situation turns into a new potential dispute and tension between Turkey and Greece. This study examines the military and political conflicts between Turkey and Greece, especially the tensions that can be experienced about UAVs. In the article, it is investigated whether the competition between the two countries on the issue of UAVs will turn into a military conflict within the framework of the security dilemma. Greece's capacity for UAVs is insufficient compared to Turkey. Greece is aware of this inadequacy in the military field. Greece develops policies to overcome this weakness. Efforts to seek hydrocarbon resources in the Eastern Mediterranean cause the tension between Turkey and Greece to escalate. There is a possibility that Turkish and Greek UAVs may encounter each other not only in the Aegean but also in the Mediterranean. However, it is unlikely that a tension that will only be experienced over UAVs will turn into a traditional war or conflict between Turkey and Greece.

GÜVENLİK İKİLEMİNDE TÜRKİYE-YUNANİSTAN Drone Dalaşı

Abstract

Türkiye ve Yunanistan ilişkileri Balkanlar'daki güvenlik ikileminin en açık örneklerden biri olarak kabul edilmektedir. Türkiye’nin son yıllarda insansız hava araçları (İHA) kapasitesini geliştirme yolunda izlediği politikalar Yunanistan ile yeni bir potansiyel anlaşmazlık ve gerilim konusuna dönüşmektedir. Bu çalışma Türkiye ile Yunanistan arasında var olan askeri ve politik anlaşmazlıkların üzerine İHA’lar konusunda yaşanabilecek gerilimleri ele almaktadır. Makalede iki ülke arasında İHA’lar konusunda yaşanabilecek rekabetin güvenlik ikilemi çerçevesinde askeri bir çatışmaya dönüşüp dönüşmeyeceği araştırılmaktadır. İnsansız hava araçları açısından Yunanistan’ın kapasitesi Türkiye’ye oranla yetersiz kalmaktadır. Yunanistan askeri alandaki bu yetersizliğinin farkındadır ve bu eksikliği gidermeye dönük politikalar geliştirmektedir. Doğu Akdeniz üzerindeki hidrokarbon kaynaklarına dönük faaliyetler Türkiye ile Yunanistan arasındaki gerilimin tırmanmasına neden olurken Türk ve Yunan İHA’larının yalnızca Ege’de değil Akdeniz’de de karşı karşıya gelme ihtimali bulunmaktadır. Ancak sadece insansız hava araçları üzerinden yaşanacak bir gerilimin geleneksel bir savaş ya da çatışmaya dönüşme ihtimali düşüktür.
