Abstract

Dünyada meydana gelen gelişmelere kayıtsız kalamayan yönetimlerin diğer ülkelerdeki uygulamaları inceleme imkânı bulmaları
ve tecrübeleri geliştirerek kendi ülkelerine aktarmaları kamu yönetimi karşılaştırmalarının çıkış noktasını oluşturmaktadır.
Bu incelemelerin ve tecrübelerin yönetime sağladığı faydalar karşılaştırmalı analizlerin gün geçtikçe daha fazla ilgi duyulan
alanlardan biri olmasına neden olmuştur.
Bu kapsamda çalışmanın amacı; “süt bankası” politika transferinin küresel uygulama çerçevesini ortaya koymak ve bu örnek
üzerinden kültürel faktörlerin kamu politikalarının üretilmesinde etkisine dikkat çekmektir. Bu kapsamda öncelikle politika
transferinin kavramsal çerçevesi ele alınacak, ardından bir politika transferi örneği olarak ilk kez 1909 yılında Viyana’da
uygulanan süt bankası politikasının küresel ölçekte gelişim sürecine, başarılı olmasında etkili olan faktörlere ve bazı ülkelerde
uygulama alanı bulamamasının nedenlerine yer verilecektir. Bu sayede bu çalışma ile süt bankası politikasının transfer
edilmesi için gerekli olan kritik bileşenlere dikkat çekilecek ve konu ile ilgili sosyal bilimler alan yazınına mütevazi bir katkı
yapılmaya çalışılacaktır.

THE CONSTRUCTION OF MILK BANK POLICY IN THE WORLD AS AN EXAMPLE OF POLICY TRANSFER

Abstract

The starting point of public administration comparisons is that administrations, which cannot remain indifferent to the
developments in the world, have the opportunity to examine the practices in other countries and transfer their experiences
to their own countries. The benefits of these examinations and experiences to the administration have caused comparative
analysis to be one of the areas of interest more and more day by day.
In this context, the aim of this study is to reveal the global framework of the "milk bank" policy transfer and to draw attention
to the impact of the cultural factors on the development of public policies through this example. In this context, firstly, the
conceptual framework of policy transfer will be discussed, then the global development process of the Milk Bank policy,
which was first implemented in Vienna in 1909 as an example of policy transfer, the factors that were effective in its success
and the reasons why it could not find an application area in some countries will be given. In this way, this study will draw
attention to the critical components necessary for the transfer of the milk bank policy and try to make a modest contribution
to the social sciences literature on the subject
