Beşeri Sermaye İndeksi için Temel Bileşenlerin Değerlendirilmesi: OECD Üye Ülkelerine Göre Küme-Teorik Analiz

Abstract

Beşeri sermaye faktörü ülkelerin ekonomik kalkınmalarında etkili olabilecek temel bileşenlerden birisidir. eşeri sermaye olgusu özellikle son yirmi yıllık periyod içerisinde ülkelerin ekonomik kalkınmalarına bağlantılı olduğuna yönelik araştırmalar neticesinde akademik literatürde oldukça ilgi çeken bir konu olmuştur. Bu ilgi artışına karşın dünya bankası tarafından ortaya çıkarılan beşeri sermaye indeksinin (BSİ) oluşuma yönelik çalışma sayısı kısıtlı kalmıştır. Araştırma, küme-teorik bağlamda (FsQCA) güncel son verilerden yola çıkarak beşeri sermaye bileşenlerinin, beşeri sermaye indeksi için yeterlilik/gerekliliklerini değerlendirmektedir. Buna göre BSİ’nin varlığı için PSA, LAYS ve AHTS’nin küme-teorik bağlamda gerekli olduğu kanıtlanmıştır. BSİ’nin yokluğu için ise LAYS’ın ve AHTS’nin yokluğu durumlarının mutlak gerekli olduğu belirlenmiştir. Öte yandan konfigürasyon analizi ile birlikte OECD ülkeleri bağlamında BSİ için her ülkenin kendine özgü sonuçları ortaya çıkarılmıştır. BSİ’nin varlığı için ortaya çıkarılan konfigürasyonlardaki ülkelerin, BSİ’nin yokluğu için yer alan ülkelere kıyasla daha gelişmiş olduğu göze çarpmaktadır. Araştırma, BSİ için yerel bazda çıkarımlar sağlayarak benzer kapsamlardaki gelecek araştırmalar için kılavuz olabilme niteliğini taşımaktadır.

Evaluation of Principal Components for Human Capital Index: A Cluster-Theoretical Analysis by OECD Member Countries

Abstract

The human capital factor is one of the basic components that can be effective in the economic development of countries. The phenomenon of human capital has been a subject of great interest in the academic literature, especially in the last two decades, as a result of the researches that it is linked to the economic development of countries. Despite this increase in interest, the number of studies on the formation of the human capital index (HCI) introduced by the World Bank has remained limited. The research evaluates the adequacy/requirements of human capital components for the human capital index based on the latest data in a cluster-theoretical context (FsQCA). Accordingly, it is proved that PSA, LAYS and AHTS are necessary for the existence of BCI in the cluster-theoretical context. For the absence of BSI, it is determined that the absence of LAYS and AHTS are absolutely necessary. On the other hand, the configuration analysis reveals the specific results of each country for BSI in the context of OECD countries. It is noticeable that the countries in the configurations for the presence of BSI are more developed than the countries in the configurations for the absence of BSI. The research provides local implications for BSI and can serve as a guide for future research in similar contexts.
