Entropi Ağırlıklı TOPSIS Yöntemi İle Türkiye’deki Vakıf Üniversiteleri’nin Değerlendirilmesi

Abstract

Günümüzde genç nüfusun kariyer
hedeflerinin değişmesi ile birlikte her geçen gün yükseköğrenime olan talep
artmaktadır. Bu talebin karşılanmasında devlet üniversitelerinin yanında, vakıf
üniversiteleri de büyük rol oynamaktadır. 
Bu doğrultuda, vakıf üniversitelerinin sayısı her geçen gün daha da
artmaktadır. Devlet üniversitelerinin vermiş olduğu hizmetin finansmanı harç ve
vergilerle söz konusu olmaktadır. Vakıf üniversitelerinin vermiş olduğu
hizmetin finansmanının büyük bir bölümü ise öğrencilerden elde edilen
gelirlerden oluşmaktadır. Vakıf üniversiteleri ayrıca istihdam ettikleri
akademisyenlerin yapmış oldukları akademik çalışmalar aracılığı bilim dünyasına
katkıda bulunmakta aynı zamanda mevcut akademik kadro yapısı ile bu
üniversitelere olan öğrenci talebini de artırmaktadır. Vakıf üniversiteleri
açısından hizmet arzı aynı zamanda maliyet/gider anlamına öğrenci talebi ise
gelir anlamına gelmektedir. Maliyet ve gelir arasındaki fark ise bu
üniversitelerinin verdikleri hizmeti devam ettirmelerine ya da
sonlandırmalarına yol açacaktır. Vakıf üniversitelerini bu bağlamda mali ve
akademik performanslarına göre sıralamasını yapmak mümkündür. Bu çalışmada, Çok
Kriterli Karar Verme (ÇKKV) yöntemlerinden olan ENTROPİ ağırlıklı TOPSIS
yöntemi ile Vakıf üniversitelerinin başarı sıralaması yapılmıştır. Çalışmanın
sonucunda, üniversitelerin performansları değerlendirilerek, üniversiteler
sıralanmış ve önerilerde bulunulmuştur.

Evaluation of private universities in Turkey with entropy weighted TOPSIS method

Abstract

Today, with the change in the
career goals of the young population, the demand for higher education is
increasing day by day. Besides the state universities meeting this demand,
private universities also play a big role. Accordingly, the number of the
private universities is increasing day by day. The financing of the service
provided by state universities is subject to fees and taxes. Most of the
financing of the service provided by the private universities consists of the
income obtained from the students. Private universities also contribute to the
world of science through the academic studies of the academicians they employ
and at the same time, they increase the students’ demand for these universities
with the existing academic staff structure. For the private universities, the
service supply also means cost /expense and students’ demand means income. The
difference between cost and income will cause these universities to continue or
terminate their services. In this context, it is possible to rank the private
universities according to their financial and academic performances. In this
study, success ranking of private universities was made by using ENTROPY-
weighted TOPSIS method which is one of the Multi Criteria Decision Making
(MCDM) methods. In conclusion, the performances of the colleges and
universities have been evaluated, and recommendations have been made in terms
of their popularity.
