The concepts such as
happiness, peace and prosperity, which have been questioned and discussed from
past to present, are fundamentally reference to the better survival of societies
and reflect the human development at a certain level. National or international
institutions and organizations have developed different indexes to measure
similar or different developments As an example of these indexes; Human
Development Index, Better Life Index, Press Freedom Index and Entrepreneurship
Index can be given. The study was constructed on the re-evaluation of the Human
Development Index, which was proposed by the Unıted Nations (UN). It was aimed
at measuring the quality of life of people, and ıt was reshaped as a different
dimension of welfare according to Maslow Hierarchy of Needs. Different
criteria from different area including health, life satisfaction, security, income,
education, environment, civil participation , which are thought to be included
in the Maslow hierarchy of needs, have been tried to be taken up with a current
approach. In this study, the needs of Maslow's Pyramid were re-shaped by taking
into consideration the opinions and suggestions of a sociologist who is expert
in their field, and it was ensured that various countries of the world were
ranked among themselves using various Multi Criteria Decision Making
Techniques. In particular, some of the criterias were included in the analysis first time. In fact, the main purpose of the study is to think
that the societies where the needs of the individual can meet are much more
prosperous. With this in mind, Maslow's principles are diversified and
replicated with the expert opinion and reveal the rankings of various countries
whose data can be reached. In the study, country performances were determined
by Multi Attribute Utility Theory (MAUT) and TOPSIS methods, and then the
strength and direction of Kendall Tau rank correlation was calculated to
measure both the consistency of these rankings with Human Development Index (İGE).
When paired correlations were examined, it was found that MAUT rankings showed
higher correlation than TOPSIS rankings with İGE.
