The power of the purse is important for the fellow citizens and the official bodies and institutions, which are authorized to represent, to gain knowledge and insight about public revenues and expenditures. The political change experienced after 71 years of single-party government in Mexico manifests in the form of various reforms regarding the budget and affects the use of the power of the purse. The reforms are examined under the scope of regulations and institutions. The regulations and institutions govern the access to information, disclosure of public financial activities, budget presentations, and harmonization of accounting systems. It is known that those regulations contribute to transparency and accountability. In this study, Public Finance Studies Center and the Federal Supreme Audit Office are considered in terms of the audit. While Public Finance Studies Center is not considered as an independent institution within the body of central legislative power, the Federal Supreme Audit Office operates as an independent institution with its legislation. The legislative power is categorized as a legislative body that affects the budget in accordance with the authority it has over the budget. However, the chief of the state has the authority to submit legislation proposals, which is limited by the budget, and thus the chief of state maintains hegemony over the budget and the legislative body has no or limited influence. Participation is evaluated as inadequate within the frame of the central government and there are pilot implementations under the scope of the local authority.
