Abstract

Salgının beklenmedik bir şekilde ve hızda yayılması, dünya tarihinde ilk kez küresel ölçekte geniş çaplı bir doğal felaketin ortaya çıkmasına neden oldu. Kuşkusuz tarihte, çağları kapatıp yenilerini başlatan, derin toplumsal etkiler bırakan, yıkıcı ve yenileyici sonuçlar doğuran pek çok salgın olmuştur. Bununla birlikte, mevcut kayıtlara bakarak hiçbirinin, Mart 2020 tarihinde pandemi olarak ilan edilen COVID-19 salgını kadar hızlı yayılan, tam anlamıyla küresel boyutta ve çok-merkezli olarak gelişen bir nitelikte olduğunu söyleyemiyoruz. Nitekim COVID-19, yalnızca küresel bir olgu olmakla kalmamış, bizatihi ekonomik ve kültürel anlamda küreselleşmenin bir sonucu olarak belirmiştir. Küresel, bölgesel, ulusal eşitsizliklerden beslenmiş ve bu eşitsizlikleri güçlendirmiştir.
