KALKINMACI MERKEZ BANKACILIĞI: DÜNYA ÖRNEKLERİ VE TCMB DEĞERLENDİRMESİ

Abstract

Latin Amerika ve Güneydoğu Asya ülkelerinde örnekleri görülebilecek kalkınmacı merkez bankası kavramı üzerinden merkez bankalarının temel fonksiyonları ve bunların iktisadi kalkınma süreci ile olan ilişkisi son dönemlerde yeniden tartışılmaya başlanmıştır. Çok boyutlu ve uzun dönemli bir süreci ifade eden iktisadi kalkınma düzeyine ulaşmak için, kamusal bir nitelik taşıyan merkez bankaları destekleyici bir rol üstlenebilir. Bir merkez bankasının genel olarak hangi amaçları benimsemeyi tercih ettiği ve temel işlevlerinin ne olarak tanımlandığı önemlidir. Fiyat istikrarı, finansal istikrar gibi tek bir amaca odaklanmak yerine çoklu amaçların (fiyat istikrarının yanı sıra büyüme ve istihdam odaklı) benimsenmesi de mümkündür. Burada önemli olan çoklu amaçların birbiri ile herhangi bir ödünleşim içinde olup olmadığıdır. Gelişmiş ve gelişmekte olan ülke merkez bankaları, ortak amaçlar kadar birbirinden farklı amaçları da benimsemektedir. Merkez bankalarının temel amaçları ve bu amaçlara ulaşmak için kullanabileceği araç ve politikalar; 2008 krizi öncesi ve sonrası dönemde önemli farklılıklar göstermektedir. Hem gelişmiş ülke hem de gelişmekte olan ülke merkez bankalarında yaşanan bu değişimler, küresel ekonomik konjonktür, ana-akım iktisadi düşünce ve uluslararası kuruluşların varlığı içerisinde anlam kazanmaktadır. Unutulmaması gereken noktalardan biri de merkez bankası dışında başka kurumların kalkınmacı bir rol üstlenmesinin de tercih edilebileceği gerçeğidir. Bu nedenle, Latin Amerika ve Güneydoğu Asya bölgesinden seçilen çeşitli ülke örnekleri üzerinden bu kavramı anlamaya ve Türkiye Cumhuriyet Merkez Bankası işlevleri içerisinde kendine yer bulup bulamadığına bu çalışmada yer verilmeye çalışılacaktır.
