After the establishment of The Public Official’s Ethic Committee in Turkey, several academic works have been exercised in the field of ethic in public administration. The vast majority of these outputs are the academic works which based on ethic principles and theoretical and/or field research. The works on the basis of field research are generally based on the surveys applied to the public officials. In these works, the attitudes and behaviours of the public offiacials regarding the ethic principles were being analyzed by means of measurement phase and by considering the datas, a set of results have been deduced. In spite of this, as a breaktrhrough in the literature, some academic works which hypothesise that not only public officials but also citizens may behave unethical, have been turned a hand to smth. In this field, the concept of “the principles of ethic behaviour of the beneficiaries from public services” has been redounded to the literature in 2020. Thus in this work, the ethic attitudes of the citizens living in Fatih district of İstanbul were being tried to measured. In 57 hometown, thanks to the stratified sampling method, a survey was applied to 384 citizens. The results acquired from the field research relating to the ethic attitudes of beneficiaries from public services resembles to previous and foregoing academic works with a rate of fifty seven percent. According to the results, notedly, the citizens who are middle-age and above, females, law income citizens and married citizens behave more ethically when they benefit from public services.
