Abstract

This article searches for the two treatises for being presented to the Sublime Porte written by Count Alexander Bonneval also known as Humbaracı Ahmed Pasha in the Ottoman Empire. Ahmed Pasha, in the first treatise which was written in the very beginning of his carrier in Istanbul, shares his knowledge on the contemporary state and army organizations with the Ottoman government. On the other hand, with the treatise, he was trying to legitimize his activities in Istanbul. The second treatise, written by Ahmed Pasha, is on the politic and diplomatic events occurring between the Wars of Spanish Succession and the Wars of Austrian Succession. Ahmed Pasha criticized the Ottoman government which could inadequately employ diplomacy as an instrument in international relations. In the treatise, he also pointed out the insufficient knowledge of the Sublime Porte on European diplomacy and political history.

BİR FRANSIZ MACERAPERESTİN SAVAŞ VE DİPLOMASİYE DAİR GÖRÜŞLERİ: HUMBARACI AHMED PAŞA’NIN (KONT ALEXANDER BONNEVAL) LÂYİHALARI

Abstract

Bu çalışmada, Osmanlı İmparatorluğu’nda Humbaracı Ahmed Paşa olarak bilinen Kont Alexander Bonneval tarafından Bâb-ı Âli’ye sunulmak üzere kaleme alınmış olan iki lâyiha incelenmektedir. Ahmed Paşa, İstanbul’daki kariyerinin hemen başında kaleme aldığı ilk lâyihada bir taraftan Avrupa’daki çağdaş devlet ve ordu organizasyonu konusundaki bilgilerini Osmanlı idaresiyle paylaşırken, diğer taraftan da İstanbul’daki faaliyetlerini meşrûlaştırmaya çalışmaktaydı. Ahmed Paşa tarafından kaleme alınan ikinci lâyiha ise İspanya Veraset Savaşları ile Avusturya Veraset Savaşları arasında Avrupa’da gelişen siyasî ve diplomatik olaylar üzerinedir. Osmanlı yönetimini dışilişkilerde diplomasiyi bir araç olarak yeterince kullanmaması sebebiyle eleştiren Ahmed Paşa, söz konusu lâyihada Bâb-ı Âli’nin Avrupa diplomasisi ve siyasî tarihine dair bilgi eksikliğine işaret etmektedir.
