The local media has an important role in the formation of the local agenda, especially with its news at the local level. The concept of human rights has been discussed on the hot agenda of societies for years. The reflection of this concept in the media is the concept of rights-based journalism. This study aims to measure the extent to which local journalists are sensitive to human rights in their reporting practices, and the effects of individual and institutional factors and the education they receive on this issue on rights journalism. For this purpose, the city of Trabzon, which has a developed local media and has recently come to the fore with some negativities regarding human rights, and local journalists working there are included in the sample. A questionnaire was applied to local journalists, and the data obtained were analyzed using the GNU PSPP 1.2.0 statistical package program. As a result of the survey, it was found that the participants gave the necessary importance to human rights and rights journalism education, but sometimes they could not maintain this sensitivity while writing the news, because at this point, some individual and institutional factors were effective.
