AFET OPERASYONLARI YÖNETİMİNDE İNSANSIZ HAVA ARAÇLARININ KULLANIMI: GÖZETLEME OPERASYONLARI İÇİN ROTA PLANLAMA

Abstract
İnsansız
hava araçlarının askeri ve ticari uygulamalarının yanında, afet operasyonları
yönetiminde de uygulama potansiyelinin bulunması, son zamanlarda bu alana olan
ilginin artmasına neden olmuştur. İnsansız hava araçlarının hızlı, emniyetli ve
esnek olmaları gibi avantajları afet-öncesi ve afet-sonrası çeşitli
operasyonlarda tercih edilme nedenleri arasındadır. Bu çalışmada, yer araçları
kullanılarak afet bölgesine ulaşım sağlanamadığı durumlarda, afet bölgesi durum
tespiti için insansız hava araçlarının kullanımı ele alınmıştır. Bu kapsamda,
afet bölgelerinin gözetlenmesinde kullanılacak olan insansız hava araçlarının
rota planlaması için kümeleme ve matematiksel programlama tabanlı bir yaklaşım
önerilmiştir. Çalışmada, sayısal uygulama yapılmış ve sonuçları analiz
edilmiştir.

Use of Unmanned Aerial Vehicles in Disaster Operations Management: Route Planning for Surveillance Operations

Abstract
In
addition to military and commercial operations, potential to use unmanned
aerial vehicles in disaster operations management has increased the interest in
this area recently. Unmanned aerial vehicles have some advantages for their
preferences in various pre- and post-disaster operations such as being fast,
safe and flexible. In this study, use of unmanned aerial vehicles is considered
to determine the conditions in the affected area after a disaster especially
when it is not possible to reach the affected area using ground vehicles. A clustering
and mathematical programming based approach is proposed for route planning of
the unmanned aerial vehicles to be used for surveillance operations. In this
study, numerical example is performed and the results are analyzed.
