Oral and dental health services are one of the important building blocks of the health system. The aim of the study is to determine the productivity levels and changes of oral and dental health centers in Turkey in the 2014-2018 period. The data envelopment analysis (DEA) window method is used in the research. The DEA window method is a different DEA technique in which multi-period performance can be evaluated. The universe of the research consists of 50 units and over all oral and dental health centers in Turkey. 2 input and 6 output variables are used in the study; instead of a sample the entire universe is reached. The efficiency levels of the centers are analyzed according to the Constant Returns to Scale (CRS) model. Efficiency levels of the centers are analyzed according to 1-5 year windows. 1-year efficiency levels of the centers are found to be higher than 2-, 3-, and 5-year efficiency levels. The highest average activity score is 0.848 in 2015, with a window length of 1. The lowest average activity score is found to be 0.754 when the window length is taken as 5. While the effectiveness level of health institutions is determined, it is recommended to use DEA window method instead of only 1-year periods, especially during periods where there is not a very large technological change. In this way, hospital managers and health policy makers will be able to measure the multi-term performance of health organizations more accurately and prevent waste of resources in health service delivery.
