The close relationship between health indicators and development levels of countries, the high share of health expenditures in gross domestic product and the increasing demand for health services have given rise to concerns about the efficient use of resources. In order to establish an efficient health system, which is one of the main objectives of governments, it is necessary to evaluate the efficiency and productivity of health services systematically, to identify areas that do not work efficiently and to make improvements. In the study, health services in Turkey are addressed at the macro level. It is aimed to measure the efficiency of health services on provincial basis for the year 2016, to determine the productivity change in health services of provinces for the period of 2012-2016, and to compare the findings obtained from radial and non-radial Data Envelopment Analysis (DEA) and Malmquist Productivity Index (MPI) models. The provinces in Turkey are divided into three groups according to their socio-economic development levels, and all analyses are performed separately for each group. According to the findings, radial and non-radial models are found to be highly correlated and monotonically related, but it is observed that radial models that ignore slack variables produce misleading results. In addition, the health services efficiency decreases from the group of provinces at the highest level of development to the group of provinces at the lowest level of development. Besides, it is determined that health services in Turkey experience a decline in the production technology.
