Countries with its own on-site information about the activities of the organization to have entrepreneurial and entrepreneurial activity and entrepreneurship in the context of the analysis of the variables to determine the importance that should be given compared to other states of the country to be identified with differentiation, innovation and social development to gain competitive advantage to create and the other can provide. In this sense, the aim of the study is to integrate the importance ratings and rankings of the 12 components that determine the Global Entrepreneurship Index values with CRITIC, ENTROPY and SWARA techniques for 2019 according to the member states of the Shanghai Cooperation Organization. Within the scope of the findings, CRITIC ranked the top 3 components considered by the countries as risk taking (GTAD3), Opportunity Initiative (GYAD1) and product innovation (GAAD1) according to the SWARA method, which carried out the integrated analysis of the importance ratings of entrepreneurship components identified by entropy. Furthermore, according to the findings, the importance of the sub-directories of entrepreneurial abilities in the context of the sub-directories (factors) formed by the 14 entrepreneurial components was determined to be greater than the importance of the sub-directories of entrepreneurial attitudes and objectives. In this context, it is concluded that the Shanghai Cooperation Organization cares more about entrepreneurship ability in general than its member countries, its entrepreneurial attitudes and goals.
