The policy followed by both the USA and its allies in Iraq and Syria since 1990 has been destroying nation states by wearing them down and restructuring the region based on ethnicity and sect. In doing so, they have aimed to create powers within the framework of their own strategies and to be permanent in the region. As a matter of fact, they have been permanent in the region for years and continue to be so. However, although aforementioned policy has been successful in Iraq, it has failed in Syria. The reason was that the situation in Syria was different. Russia, Turkey and Iran had reached consensus about acting together. This consensus was highly important especially for Turkey as Turkey had noticed that the policy followed in Syria was towards counteracting it in the region. This is why, differently from what was in Iraq, it immediately took action and it itself intervened in the question with the "Operation Euphrates Shield". This attitude of Turkey was responded also in the Russian and Iranian party. Furthermore, the Geneva Talks cul-de-sac was lying in front of Turkey. For this reason, unlike these talks, it was decided to hold a meeting under the leadership of Turkey and Russia in Astana. In the study, it is tried to focus on the path leading to the Astana Talks, the disagreements which occurred in the Geneva Talks before entering this path and the causes and consequences of these disagreements in general.
