Devlet ve Telefon: Tarihsel Sosyoloji Işığında Altyapı Politikalarının İncelenmesi için Eleştirel bir Kuramsal Çerçeve Önerisi

Abstract

Altyapı sektörleri mal ve sermaye hareketlerinin yoğunlaştığı dönemlerde dönüşüm içerisine giriyor. Özellikle telekomünikasyon şebekeleri finansal işlemlerin yürütülmesinde oynadığı rolle ön plana çıkıyor. Bu makale, altyapı şebekelerine dönük devlet politikalarının dönüşümünü tarihsel ve karşılaştırmalı bir perspektiften incelemek için bir kuramsal çerçeve öneriyor. Bu çerçevenin iki kuramsal temeli var. Birincisi eleştirel ekonomi-politiğin geçiş sosyolojisi. İkincisi Dünya Sistemleri Kuramı’nın tarihsel sosyolojisi. Makale bu iki perspektifi kullanarak telekomünikasyon şebekesinin farklı dönemlerde merkez-çevre ülkelerde ve Türkiye’de kullanım ve değişim değerlerinin nasıl biçimlendiğini ve telekomünikasyon politikalarının hangi boyutlara öncelik verdiğini inceliyor.
