THE FORMATION OF EUROPEAN UNION’S SECURITY SECTOR REFORM POLICY: STRUCTURAL AND FUNCTIONAL ADJUSTMENT OF POLITICAL AND ADMINISTRATIVE AUTHORITY

Öz

The study examines the formation process of European Union’s security sector reform policy. Security sector reform is a transformation program that has been put into practice by international development community at least developed, developing, and transition countries since the late 1990s. Security sector reform, which rests on the positive causality relationship established between development and security, envisages cooperation among international development community and security organizations. In this respect, security sector reform has influenced internal structures of international organizations, their strategies, and policies. This cooperation runs as a policy transfer methodology. European Union, which is assumed to join cooperation for security sector reform and that represents the transferring side, has developed its own security sector reform policy since 2000s. In this context, European Union has undergone an adjustment process for security sector reform cooperation. Within this framework, the study conceptualizes the structural and functional adjustment process of political and administrative authority through the formation of the security sector reform policy.

AVRUPA BİRLİĞİ’NİN GÜVENLİK SEKTÖRÜ REFORMU POLİTİKASININ OLUŞUMU: SİYASİ VE İDARİ OTORİTENİN YAPISAL VE İŞLEVSEL UYARLANMASI

Öz

Bu çalışma, Avrupa Birliği’nin Güvenlik Sektörü Reformu politikasının oluşum sürecini incelemektedir. Güvenlik sektörü reformu, 1990’lı yılların sonundan itibaren uluslararası kalkınma topluluğu tarafından az gelişmiş ve gelişmekte olan ülkeler ile geçiş ülkelerinde uygulamaya konulan bir dönüşüm programıdır. Kalkınma ile güvenlik arasında kurulan olumlu yöndeki nedensellik ilişkisine dayanan güvenlik sektörü reformu, uluslararası kalkınma topluluğu ile güvenlik örgütlenmeleri arasında işbirliğini öngörmektedir. Bu kapsamda, güvenlik sektörü reformu işbirliği uluslararası örgütlerin içyapılarını, stratejilerini ve politikalarını etkilemiştir. Bu işbirliği, bir politika transferi yöntemi olarak işlemektedir. Güvenlik sektörü reformu işbirliğine katılması istenen ve politika transferi yapan tarafı temsil eden Avrupa Birliği, 2000’li yıllardan itibaren kendi güvenlik sektörü reformu politikasını geliştirmiştir. Avrupa Birliği, güvenlik sektörü reformu işbirliği için bir uyarlama sürecinden geçmektedir. Bu kapsamda çalışma, Avrupa Birliği’nin güvenlik sektörü reformu politikasının oluşumunda siyasi ve idari otoritenin yapısal ve işlevsel uyarlanma sürecini kavramsallaştırmaktadır.
