Bu çalışmada Diyanet Akademisi (DİYA) tarafından uygulanan Aday Din Görevlileri Meslekî Eğitim Programı’nın (ADMEP) hedefleri, içeriği ve etkililiği araştırılmış; programın içeriği tahlil edilmiştir. Programın katılımcılar üzerindeki etkisini tespit etmek amacıyla Trabzon Ali Haydar Özak ve Samsun Aşıkkutlu Dinî İhtisas Merkezleri’nde eğitime katılan aday imam-hatip ve müezzin-kayyımlara anket uygulanmıştır. Araştırmanın temel problemini, “ADMEP’in içeriği, hedefleri ve etkililiği konusunda aday din görevlilerinin görüşleri nelerdir?” sorusu oluşturmaktadır. Araştırmanın temel amacı, DİYA tarafından düzenlenen meslekî eğitim programının önemini vurgulamak, programın başlangıcından sonuna kadar yapısal ve işlevsel sorunları imkânlar ölçüsünde tespit edip çözüm önerileri sunmaktır. Araştırma sonucunda aday din görevlilerinin meslekî hazırlık eğitimine ihtiyaç duydukları, ADMEP’in kendilerine yeterli düzeyde meslekî bilgi kazandırdığı, meslekî beceri kazandırmada kısmen yeterli olduğu tespit edilmiş; bu tespitler doğrultusunda aday din görevlilerine ve DİYA başkanlığına önerilerde bulunulmuştur.

In this study, the objectives, content and effectiveness of the Candidate Religious Officials Vocational Education Program (CROVEP) implemented by Diyanet Academy (DIYA) were investigated; The content of the program was analyzed. In order to determine the impact of the program on the participants, a survey was administered to candidate imam-hatip and muezzin-kayyim who attended the training at Trabzon Ali Haydar Özak and Samsun Aşıkkutlu Religious Specialization Centers. The main problem of the research is “What are the opinions of candidate religious officials about the content, goals and effectiveness of CROVEP?” It constitutes the question. The main purpose of the research is to emphasize the importance of the vocational training program organized by DIYA, to identify structural and functional problems from the beginning to the end of the program as much as possible and to offer solutions. As a result of the research, it was determined that candidate religious officials needed vocational preparatory training, that CROVEP provided them with sufficient vocational knowledge and was partially sufficient in providing them with vocational skills; In line with these findings, suggestions were made to candidate religious officials and the DIYA presidency.

The Presidency of Religious Affairs, which is legally authorised to provide religious services in Turkey, carries out its services through the personnel it employs. The personnel of the Presidency undergo in-service training, some of which is compulsory and some of which is optional. With the legal amendment made in 2022, a paradigm shift was made in the recruitment and training of the personnel of the Presidency; the recruitment of personnel, which was previously done through open appointments, was abolished, in-service professional preparation trainings organised for newly appointed personnel were moved to pre-service, and a new unit was established under the name of the Religious Academy to provide these trainings. The Religious Affairs Academy provides 30 weeks of vocational training to candidate religious officials who are successful in the examinations, and those who successfully complete this training are appointed to duty.
In this study, the Candidate Religious Officers Vocational Training Programme organised by the Academy of Religious Affairs was examined. After analysing the content of the programme, its effect on the participants was tried to be measured by field research.
The aim of the study is to draw attention to the importance of the vocational training programme organised by the Religious Academy, to determine the current structural and functional problems from the beginning to the end of the programme and to offer solutions to possible problems.
