AVRUPA BİRLİĞİ’NDE DİJİTAL MEDYA OKURYAZARLIĞINA DAİR BİR DEĞERLENDİRME

Öz

Medya okuryazarlığı geleneksel medyada iletilen mesajı değerlendirme, analiz etme ve mesaja erişme yeteneği olarak tanımlanırken, dijital medya okuryazarlığı, kullanıcının/alıcının dijital medya platformlarında medya ürün ve hizmetlerine doğrudan erişmesi ve etki etmesiyle alakalıdır. Dijital medya okuryazarlığı cihaza sahip olma, hizmete erişme, teknolojinin doğasını ve dönüşümünü anlama, dijital teknolojiyi kullanarak içerik arama, değerlendirme ve üretme, düşünsel fikir oluşturabilme ve eleştirel inceleme yapabilme gibi kabiliyet ve yetileri içermektedir. Bu çalışma, medya okuryazarlığı, internet kullanımı ve temel dijital becerilere yönelik muhtelif veri ve istatistiklerden istifade edilerek dijital medya okuryazarlığının Avrupa Birliği ülkelerindeki durumuna yönelik nitel ve betimsel bir içerik sunmayı amaçlamaktadır. Çalışmada öncelikle medya okuryazarlığı ve dijital medya okuryazarlığı tanımlanmış, daha sonra Avrupa Birliği’nde dijital medya okuryazarlığına yönelik yürütülen politikalar ve faaliyetler özetlenmiştir. Son kısımda ise muhtelif veri ve endeksler kullanılarak Avrupa Birliği ülkelerinde dijital medya okuryazarlığı tartışılmıştır. Çalışmada dijital medya okuryazarlığı bağlamında Avrupa Birliği ülkeleri arasında önemli düzey farklılıkları olduğu sonucuna ulaşılmıştır.

AN ASSESSMENT ON DIGITAL MEDIA LITERACY IN THE EUROPEAN UNION

Öz

While media literacy is defined as the ability to evaluate, analyze and access the message conveyed in traditional media, digital media literacy is related to the user/recipient's access and direct influence on media products and services on digital media platforms. Digital media literacy includes skills and abilities such as owning a device, accessing a service, understanding the nature and transformation of technology, searching, evaluating and producing content using digital technology, forming intellectual ideas and making critical analysis. This study aims to present a qualitative and descriptive content on the situation of digital media literacy in European Union countries by making use of various data and statistics on media literacy, internet use and basic digital skills. In the study, first of all, media literacy and digital media literacy were defined, then the policies and activities carried out for digital media literacy in the European Union were summarized. In the last part, digital media literacy in European Union countries is discussed by using the numerous data and indices. In the study, it was concluded that there are significant level differences between European Union countries in the context of digital media literacy.
